I have an old version of Windows 10 from my old Dell computer, at least 10 years old. It is a CD. Can I install it on my new computer build; Asus Z490-A, 10850K, 32 gb 3000 ram, 850 PSU?

Win 10 is only 5 years old, so that Dell did not come with Win 10.

Did you update from something else?

you can install it but the first thing windows update will do is update it to the current one.
you are better off making a new usb to install from using the above linked media creator.

You might be able to reuse the license on that. Maybe.

That license needs to be linked to a MS account.

Then, a clean install of Win 10 on whatever new hardware.

Your Dell Windows license was tied to that Dell computer. You can upgrade that computer to Windows 10 (if original version was Windows 7 or 8), but you can't use that license on another PC.

No, He can move it if he wants to, the license you get from the conversion process isn't tied to the device, We have had cases in the last 5 years where ex OEM licences were moved.
Its the new WIn 10 licences on Dell machines you can't move.

yah i've moved a number of upgraded win 10's from oem machines. seems to work easily if it started as win 7/8

Yes.
The upgrade to 10 removes the OEMness of the original 7/8.
