Install Cadkey 97 onto a windows 8.1 computer

How do you install Cadkey 97 onto a windows 8.1 computer. When I run "install"
it says no, but try to install manually using "SETUP.EXE' which I cannot find.

Hello... it has a 16bit install program... Windows 7/8 will not do a 16 bit install. I had to install on XP machine and just had to copy the Directory/Folder to a USB stick, and then copy it agian to my Windows 7 machine, and it worked fine except... I can't auto load my Quick Key preferences, that I save for my Keyboard... can you help me with that?
