Install issues/SSD possible issue

trying to install windows 8.1 from USB onto computer. computer has no OS. SSD is brand new 250gb hard drive. No other hard drives on computer. When trying to install get error We couldn't create a new partition error Error 0xf703b9b0
looked some stuff up was advised to run DISKPART
on clean command get error
Diskpart had encountered an error: request failed due to a fatal device hardware error

I am at a loss here.
 


You don't have an OS, the drivers are NOT updated. You need to put the drivers on a usb stick or the install media and pick "Load Drivers" in the first installer screen.

You need to first do those steps to confirm it's not an issue with your setup, and if it isn't, the disk or motherboard is broken and needs to be replaced.
 
so you are saying that even though this all worked just fine before. and didn;t have an issue when I had it on windows before. That suddenly with a new hard drive I have to jump through a bunch of weird hoops and go find drivers on a different computer and download them to a USB stick to update this new hard drives drivers ? Yeah that makes a lot of sense. In the hundreds of PC's I have built I have never had to do anything like that
 


I've had plenty that need that, especially when using non-intel ports.

You never stated what computer specs you have, so I'm assuming user error is the primary cause. If you're connected to a non-intel sata port, you'll usually need drivers to properly work the device.
 


You did not state:
1) your computer specifications
2) If you loaded the driver during install using the "load driver" function in the first page of the installer

Please confirm both.

2) as I said, yes I did that. I also tried not doing that. I also tried deleting the drive creating new and deleting agains as suggested on here. I also tried to run DiskPart and on command clean got fatal error
 
This is one of my discount for sale builds. And it is the only time I have ever encountered install not working. I am going to try my old win7 nstaller and see if that works
