Question Install stuck on “setup is starting”

Hello, I built my first pc today and everything went pretty smoothly up until when I started downloading windows 10. I selected language and US and then on the next screen it’s all blue and it’s been stuck on Setup is starting for the past hour.
I have an
Intel core i3-10100
AMD powercolor red dragon RX550
Asrock h410m motherboard
Patriot viper series 8 gb ram
225 gb ssd
1tb seagate barracuda hard drive

unplug the hdd when install windows
what the make and model of the psu?
test with just 1 stick of ram? take out the rx 550 and use the igpu?
