Question install two M.2 ssd

I have a samsung M.2 960 evo 250 gb and a normal ssd samsung 860 evo 250gb, but I'm thinking about changing the normal ssd and install it on the laptop and buy a new M.2 the 970 evo plus 500gb.
The doubt, that I have is if I can have both ssd M.2 without losing speed in the PCIE of the graphic card x16?
Slot 1, 970 evo plus 500gb
slot 2, 960 evo 250gb

Then as I understand you, Ryzen has reserved x16 for graphics cards ?,
and on the other hand for ssd m.2?
In short, would the performance be like that?
16x graphics card (1080ti)
M.2 pcie 3.0 4x (970 evo)
M.2 pcie 2.0 4x (960 evo)

Looking for information, the 2700x says this:
PCIe 3.0 Lanes 16 Free + 4 NVMe

With this it is already clear to me that the card is in 16x
and with respect to NVMe the 970 will go to the maximum speed
and the 960, why will I go a little slower?
