Install/uninstall difference logging

I'm not entirely sure how to ask this question.

I'm looking for an application that can log all changes to a PC in the files/folders and registry when any application is installed or uninstalled.
If an application gets installed, I need to know exactly what changes were made to the system. The systems will be using Windows 7 x32 and x64 bit.

I need to know if something gets installed and uninstalled, that it got removed completely or that I can now which files didnt get removed.

Does anyone know of such an application? Freeware or open source is preferred but will look at commercial apps.

I'm not going to give you a great answer nor will it be in full however for un-installation I recommend "Revo Uninstaller" It does a great job of scrubbing up after the manufacturers uninstaller program and it will tell you what was left behind. It's freeware and available at download.com.
