install win 8.1 from ubuntu 14.04lts

I just installed Ubuntu 14.04LTS and i am trying to install Win8.1 Again. I have the ISO file on an external hard drive and i am trying to get a usb installer software. how i get win 8.1 back on my PC?

Make bootable win8.1 usb, boot from it and install away.
You can't run windows installation from inside of ubuntu (unless you're setting up a virtual machine).

Try Universal USB Installer or Linux Live USB Creator both based on Linux so they should run in Ubuntu. You can use a partition in the external Hard Drive to create the Windows 8.1 installer. To start the Windows 8.1 installation, bring up the BIOS Boot Device Selection Menu tapping the key indicated in the motherboard logo or in the BIOS post > Select USB-HDD > and press Enter.

- Find a friend with Windows.
- Bring the ISO to him.
- Get 4gb+ USB drive.
- Download the Microsoft' USB creation tool mentioned above
- Make your USB, test it with your friend that it's bootable
- Go home

There's harder way, too (without visiting a friend)
- Install VirtualBox on your current Linux setup
- Install Windows into VirtualBox using the ISO you already have (don't provide activation key, do not acrivate)
- Follow the steps above. Configure VirtualBox to "pass" the USB key to the Windows running inside VM

I am trying to find a way to wipe Ubuntu off and install win 8.1 fresh. but I cant open any USB manager or other software to put my win 8.1 file onto my USB drive. I have win 8.1 and 7 on an external HDD but cant install it on the USB(64GB)

How would I make a virtual box?

Go to VirtualBox.org, download Linux package, install it.

Still - going to a friend place with your ISOs on external HDD should be easier.
