Install windows: HDD, small fresh SSD, or old large SSD???

Hello all,

Very simple question here, really. Im in the process of finishing a new gaming build. The question that remains is which storage drive to install windows on, and which to install game data on. Easy solution prefferable, but I absolutely want to know what the most efficient / best solution is.
The options are as follows:

A) 2TB SSD
-- pretty old (5-8 years)
-- noticably less quick and efficient now than in the past years.
-- By all means in working order.
-- Currently ~65% full.
(Can wipe if necessary, but would prefer not to)

B) 500GB HDD
-- Small form (little palm-sized laptop drive)
-- not SSD
-- currently has windows installed
-- Fresh. May have been used very, very lightly by past owner (business, only as presentation computer) and refurbed, or may be factoty new.

C) 250GB SSD
-- Brand new (still in sealed plastic)
-- made 2019 best up-to-date te technology (blah blah blah)
-- looks a little bit cool (my case is not see-through)

If all of these were fresh, which would be best for windows and which would be best for game install data? And which for general files?
My thinking right now is:

A- Windows + general files
B- more general files / program install (chrome, Ms Office etc.. )
C- Game data (wont all fit but that is beside the point)
