Install Windows on a totally clean PC, no BIOS shows up!!! Please help!!

I plugged my usb booting device to my pc and turned it on, and I saw nothing but a blinking cursor on a black screen. That was all it showed. I restarted it and the same thing happened. I don't know what to do next.

It's there, you're just not seeing it. Keep jamming on the BIOS key (either Del or F2) once the computer boots up.
