Installation applications won't open (.exe)

I'm on Windows Vista with SP1 installed (on a Dell Inspiron 1525 laptop, but i couldn't install SP2 because I couldn't open it, I also tried installing Adobe Flash Player, but it would not open either. I have ruled out malware or anything of that sort since I have ran many different AV softwares, I have also tried tune-up utilities but they didn't fix it either. I had just recently factory reset this laptop, because it was having a problem where all that would load on Windows instead of a desktop there was just a black screen with a movable mouse pointer. The computer is still running quite slow, like taking over 10 seconds to open anything.

Also how do I change profile picture?

As for profile pic, click the drop down arrow beside your user name in the top right corner of the webpage and choose Manage My Profile.

Also, I'm curious how you ran anti-malware programs when you say you can't run .exe's ? If you can, then run MalwareBytes and Adwcleaner (both free and excellent). If none of my suggestions work, you may just want to do a clean wipe.

I can run .exes like Firefox, I just can't run the ones that are like flashplayer_ga_install.exe or any that open an install window. The AV setups ran fine, could it be them blocking the .exes from running?

I'm sorry my friend for the problem of apps not opening. I might be the last but not the least.
