I have a laptop with windows 7 (no longer) i deleted that partition while trying to install from the poem disc. So now I'm stuck.. should I delete all partitions to be able to install windows 7? Is it even possible to install windows with this oem on this old computer. I bought this because I lost the installation disc that came with this cpu.

If you are sure you dont need those partitions, one is usually tools and the other is the OEM win7 installation files, then yes go ahead and delete them.
Most laptops dont come with a disk but expect you to create it when you setup the laptop. They typically have a restore partition just for this purpose and thats where your win7 oem version is. You would normally access it they the function keys at startup similar to entering the bios but there will be other options such as diagnostics, tools, reset, recovery... (name changes based on laptop make &model).

If you have the means, you may want to make a full backup first *just in case*
