When I tried to install the fax option via printers and faxes, a window would
come up and quickly disappear with nothing happening.

I went to add/remove software and tried there, but recieved " the
installation library for component fax could not be initialized " message.

I read a previous thread that mentioned OEM is suppose to provide this, but
OEM says the Windows XP package should include this. It's obsurd to think
Microsoft would omit this package. If this were the case, Windows would just
ask for the windows CD, right? There's not even an option to add it from the
CD that I know of.

What XP Version is this ? If it isnt XP SP2, (or SP1), can you please first
upgrade to XP SP2 (get it from Windows Update) and try.

I have precisely the same symptoms on XP Pro SP2.

Clicking 'Set up Faxing' in 'Printers and Faxes' yields some dialog box
that disappears too quickly to read. After that failed, clicking
'Add/Remove Windows Components' in the 'Add/Remove Software' Control
Panel yields a dialog box reading "The installation library for
component fax could not be initialized."
