Installation process runs twice?

So I reinstalled my windows 10 because I just wanna have a clean start again, but during the installation process I have to enter the serial key twice, I'm just wondering if this is normal, I don't think I installed 2 OS on my machine, is it because I'm using a Windows 8.1 key?

Try removing USB on the 1st restart and see if it stops it. I don't understand why the installer does that

Do you have USB as 1st item in boot order? Does you bios allow you to restart once using another device instead of changing the normal boot order? that would be only reason I can think it would do this.

You don't enter the licence key at all anymore. Its not needed, Microsoft have the details of old licence, your PC and possibly your email address recorded on their servers. You have a digital entitlement to always install win 10 on that PC again, unless you later move the licence.
When you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished. It shouldn't ask for a key twice at all.

Do you have to re enter language choices and everything else twice as well or just the serial number? If its doubling everything, what I think is actually occurring is installer is running twice. Sometimes windows installer goes mental and after one of the restarts that happen at step 14 here - https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html - it can just restart the installer again and ask you to repeat actions. I don't lnow why but 1 fix is to remove USB at this stage as the install is on the hdd by then.
 


I know I don't have to enter it anymore, but since I have the serial key I just entered it. Yes I have to re enter the language and time and currency all that stuff, yes the installer ran twice. The first time I installed Windows on this computer everything is fine, the installer only ran once not twice. The installer ran twice every time I do a clean install of windows on this pc
