[SOLVED] Installation/Upgrade issue

I am attempting to upgrade my system to windows 11. My laptop had no issue, but my desktop is having a strange issue.

After turning Firmware TPM in the BIOS, Microsoft's PC Health says I pass, but Windows update says I don't:

How can I fix this?
 
Solution
One fix I seen for similar problems is to download the win 11 ISO from Microsoft and create a USB.
Once USB is created, put it in PC that won't update with windows running, and open file exploder
navigate to USB and run setup

that should update from the USB and ignore windows update.

note: it might help to make USB on another PC, but it shouldn't matter as ISO can be used on any PC and the status of windows update shouldn't stop it making an ISO as it doesn't know what PC its to be installed on.

I had the exact same problem (conflicting messages as to whether my system was ready for Windows 11) after getting TPM addressed. After perplexing over it, I put the issue aside for a day. When looking at it again, it was suddenly fine (ready for Windows 11). I don't believe that I changed anything in that 24 hours, but can't explain the difference.
