I had a spare hard drive with Windows 10 on it that had just been turned on once then removed from the laptop. I installed it into a laptop that had Windows 7 on it and it is now asking for a boot disk so what do I do?
Then it may be stuck with Win 7. The free upgrade period ran out in July.
So, it's not booting.
That means a reinstall of the OS.
For a Win 7 install, use what it came with.
For a Win 10 install, that would require a Win 10 license.

Moving a drive with an OS on it often does not work when trying to boot this new OS.
