Installed GTX 960 and now having a ton of problems.

Okay so I installed a GTX 960 on my intel i5 8gb ram computer with ssds. At first it would turn on and then shut off and do that in a cycle till i cut the power. I acted like a noob and went out and bought a new psu(600W to 650W). I ended up having the same problem and googled it and found a solution(re setting the ram). That worked and it would turn on and stay on, but then I noticed that I wasn't getting any display, my USB drives(i.e. mouse, keyboard) would turn on when I plugged them in for a few secs and then off. So now I have everything out of my computer and am totally stuck. I'd rather not have to take it to a computer repair shop...

Update - I removed the graphics card and now when I press the power button, it won't respond at all...

I've troubleshooted the following:
- PSU works
- All components in slots are firmly in place
- switched up the power and reset button connections(correct)
