So the freezes occur even if the game is installed on the SSD by merely having the spinning drive connected? Try an alternate SATA data and power cable, and, another SATA port on the mainboard. If no help, sometimes a failing drive causes very strange issues.
Saw issues like that when testing a customer's failing spinning drive a few months ago...; even after quick formatting it (which by itself oddly took 15-30 seconds instead of the 5 seconds it would normally take), my own NMVE-based system then took 1 minute to boot, effectively dragging down the entire system down, apparently struggling reads/ re-reads, indexing, etc...
Check CrystalDiskInfo for drive's SMART health issues, particularly failing/reallocated sectors, etc...
