Installed my EVGA gtx 970, I have a 500W psu, but when I start it up, the leds flash for a second then it turns off? Taking out the power from the GPU and turning it on works, but I'm not sure what to do?

Solution
Make sure that the card is fully seated. Do both fans turn at start up?

Reinstall the drivers. Set up with a basic configuration.

Check the computer's Event Viewer logs: look for an error code or warning at boot time(s).

Power draw is rated at 170 watts if I have correctly matched your gpu. What other devices do you have in your computer? I.e., total power load.

Can you please pass on your full system's specs inclusive of your OS and connected peripherals? Often the sign of a system shutting down soon after powering up is that the PSU can't provide the power necessary for the system and is shutting off to prevent damage to the other components.
