Installed new hard drive on HP laptop in startup repair i get failure while set up in progress

what do i do it gives me

Windows directory=C:\windows
Auto chk Run=0

if you put a new harddrive in why are you using startup repair?

You need a copy of windows do you have your key for it? a repair disk wont fix it.
