Question Installed new motherboard and ram ,internet speed really low

I got new motherboard asus tuf b560m plus wifi and 16gb of kingston ddr4 ram.I decided to reinstall windows ,after doing so my internet speed is around 200-400kbs when downloading ,on old components it was 7-8mbs as it should be.
PC specs:
32gb Kingston ddr4 3200mhz
asus tuf b560m plus (new mobo)
asus prime b560 plus (old mobo)
RTX 3070 MANLi
i5 11400f
PSU: Seasonic g650
1tb samsung ssd sata
2tb wd hdd

Tried reinstalling windows 11 2 times and tried installing windows 10 still no avail.

Update: just realized its normal on steam atleast at the moment,but it still sucks online (ookla speedtest is showing its at max) but when downloading its really bad

Once i stopped it at full speed 7.3 mbs on steam to test online it actually worked like a charm and it downloaded on full speed.But when i turned back to steam and unpaused download its stuck under 1mbs again..
