Installed new RAM, now computer keeps restarting

Hello.

So I have been upgrading my PC lately to get something to last me quite a few years as far as gaming goes.

Here is my current set up:

Motherboard: Gigabyte GA-P61-USB3P
RAM: 2x Kingston Technology 4GB 1333 MHz 240-Pin DDR3 (8GB in total)
Storage: 500GB HDD
GPU: Gigabyte GTX 1070 TI
CPU: Intel Core i7-3770 3.4GHz
PSU:EVEGA 650
OS: Windows 10

I bought Timetec Hynix IC 16GB Kit (2x8GB) DDR3 1333MHz PC3-10600 on amazon and replace the old one. when I installed them, my computer keep rebooting. This is the 4th time I buy RAM online and did not work. because the other ones are doing the same thing with my computer.
Please help I looked the solution everywhere and I applied them all. Still nothing is working!

Do I have to buy a specific RAM for this motherboard? Or do I have to change the setting in BIOS?

If one sick of ram works, then it seems like you’re using the the wrong slots to put your ram into. Move the sticks to the slots that aren’t currently occupied. If that doesn’t work, it’s probably the fault of your motherboard. Also, put one stick in and set the voltage, then do the same with the other. Then try to install it.
Kingston is a pretty well known and regarded brand of memory. I've never heard of Timetec. That's one red flag to me. Gigabyte has a support list for memory in the 'support' area for that motherboard on their page.

Have you tried one stick and see if it's stable? Then try the other stick.

Lastly, I'd boot into the motherboard bios and manually set the memory voltage and timings(the 1.5v, 9 9 9 24 thing). Motherboards and memory usually self configure, but it's possible that the auto detect isn't working right with certain types of memory.

Yes. I tried to insert just one ram and the pc worked just fine.

but if I insert both of them, the pc will start rebooting every 10 seconds.

and how to set the memory voltage and timings to 1.5v, 9 9 9 24 if the pc cant even start? or should I do it on one first and then add the other?

Yes set timings manually with one stick,might even set voltage to 1.65V for more stability, this is still very safe. Can also try enabling XMP with just one stick,than add the other and see if it will work.
