Installed used radeon HD 3650 no signal from monitor

So I bought some AMD 3650s off eBay from a top rated seller he guarantees they are tested and working but used. All of them worked without a hitch except one that I installed on a dell computer, I don't think I have to connect any extra power cords to it because I didn't on the other ones and i don't see a spot for them. I made triple sure that the GPU was properly seated on the motherboard. I installed the AMD catalyst control center driver 13.9 which is for hd radeon 3xxx models. I uninstalled all old drivers first as well. I'm using a VGA to DVI converter and I tried switching that but to no avail. The monitor will work on the integrated GPU but not on the dedicated gpu. Maybe a problem with that particular port on the GPU? Maybe I should get a HDMI to VGA converter and then try it? I googled this but nothing works someone please help. I will try the 3650 on a different PC and get back to you guys but I don't think the GPU is the problem.
 
I did not know that you could do that for GPUs I thought that was just for hard drives but that doesn't matter because I switched the GPUs just now with one of the other 3650s and the one that was originally giving me problems will not work in the other PC either and the one from the other PC worked fine in the computer that originally had the defective video card so I will contact the eBay seller and send it back. Talk about a long sentence. Probly a run on lol.
