Installer error

After downloading a program, I get this popup:
The Windows Installer service could not be accessed. This can occur if you
are running Windows in safe mode, or if the windows installer is not
correctly installed. Contact your support personnel for assistance.
After clicking on the setup Icon is when the popup occurs.
This has happened before. What else do you need to know to help me solve
this problem. Compaq Presario 6470NX running XP Pro.

Click Start | Run | type "msiexec /regserver"
