Installing a Newer Version of Windows

When I use my installer to install windows 10, it installs a very old version, not having any of the 2017, or 2018 updates. My question is, is it possible to make an installer that installs the latest version of windows. The reason i ask this is I got a ryzen 2600, and every time i try to update windows to the latest version, it will crash, and come up with the error clock_watchdog_timeout. I looked around and saw that the version of windows I installed "Up through the following AMD 7th Generation Processors (A-Series Ax-9xxx & E-Series Ex-9xxx & FX-9xxx) were required" https://docs.microsoft.com/en-us/windows-hardware/design/minimum/windows-processor-requirements?ranMID=24542&ranEAID=je6NUbpObpQ&ranSiteID=je6NUbpObpQ-Pfl4tbAISLiskVSTyzsRiA&epi=je6NUbpObpQ-Pfl4tbAISLiskVSTyzsRiA&irgwc=1&OCID=AID681541_aff_7593_1243925&tduid=irclickid=VrRwiBXM23ly05kSAjzpbwzlUkjSbA0jEQt1Vo0. So I'm also wondering if installing a newer version of windows will remedy this issue.
