Installing chinese programs/softwares on a PC w/ English X

My computer uses an english version of Windows XP Professional. I've tried installing chinese softwares a couple of times, and 9 out of 10 times, I can't install properly because the installation process and (if I get through the installation) the software itself come in codes. The codes must be chinese characters but what I don't understand is why I can't read them properly. I've tried many things and went through my settings but I still cannot fix the problem. Any help will be greatly appreciated.

Have you tried installing the chinese lanquage pack for windows?
