Question Installing graphics card pc doesnt boot

I have a system that used to work before same parts only thing changed is the psu.
it works fine w/o the gpu (rx 560), but when i plug in the rx 560 it jus powers on for a sec(fans spin, lights light up) then shuts down right away. Is the psu bad?

I tried putting in a diff gpu too (one that i know works) and it did the same.
