Installing net framework 3 5 on windows 7

Hello,
i cannot install .net framework 3.5 SP1 on win 7 it shows downloading then suddenly finishes the installation and gives SETUP ERROR

try .net framework 4.0

.Net Framework 3.5 is built into Windows 7 and can't be installed as a separate package (nor can it be removed). Service packs for it are included are part of the regular Windows 7 update stream.
