Question installing new gpu cant get to work

Ok so i currently have a gtx 960 installed and i am trying to install a 1070. i have used ddu to take out the old driver and install the new one it just doesnt work. I have been at an endless loop of error 43 and error 14. It will always be one of those errors that pop up when i check my devices tab. Sometimes i would even lose signal to my monitor and would just have to restart. If i were to put my 960 back in everything works perfectly fine.

intel i7 4770k @3.5
Asus Z-87 A mobo
gtx 960 --> gtx 1070
16gb ram
windows 10

What is the make/model/age of your PSU?

Does it have the correct power connectors for the 1070 or did you need to use adapters?

Is the 1070 new or used? If used, was it a mining card?

i have a xfx ts 550 w. yes i have the 8 pin connector for it. It is brand new.

I would RMA the card as that should be plenty of juice.
