Installing New Graphics Card Stalls on Boot Screen

System Specs:
CPU: I-7 4700
Ram: 32 GB DDR-3
MOBO: GA-X79-UP4
Old Card: GTX 680
New Card: GTX 1070
PSU:850 Watt Dynamo
Wireless network card
Hdd :2 1TB Wd

I uninstalled the 680 via device manager. Installed the new card and it stalls on the BIOs menu.
It boots to window on the old card. I thought maybe the BIOs needed to be updated as it hasn’t been, but when I try to open the BIOs menu with the 680 installed it either boots to windows or black screens with a line similar to typing in a word processor.
I searched online and found the MOBO should be able to support the 1070, but idk what to do at this point.
 

I can’t access the BIOs currently by pressing the Del key. It either boots to windows or black screens with the typing type icon in the top left of the screen.

 
First of all.I think you may be pressing wrong button.Try to access bios with f1,f2...just press all the buttons and then try to update it.Just one thing I would like to tell you..I don't think it is bios problem cause I have Asus z97a with gtx 660 and I haven't done any bios update.it runs just fine.Tell us about your GPU bios info,where did u buy it,etc.
