installing nvtv tuner pci problem?

this is my first build and everthing is working fine except for that everytime i install my evga nvtv tuner card (32 mb dual tuner ver.) when i turn on my computer power comes on the fans start going, but nothing happens, no display, no keyboard support, even the power button doesnt work. is this being caused by an irq conflict? evga told me mobo. i installed a modem into a pci slot no problemo. and the tuner worked fine in another system. or could it be my power supply? thats a 450 watt rated powmax, but if remember its 60% effeccient. 20 pin connector but i put an adapter on it.
my system is:
amd athlon64 3000 rev. e
ecs kn1 extreme (latest bios)
geforce 6200tc
1 gb geil valueram
mindows wedia center edition 2005

It very well could be your power supply, those are the WORST on the market. Utter garbage. Total trash. I've seen them for $18 AFTER MARKUP before. And lots of other cheap brands are just rebranded PowMax units.

no doesnt seem to be the psu i replaced with one from another machine, have also tried resetting cmos and flashing bios again. ecs hasnt replied for 3 days now. i think i will just have to rma the mobo
 
Have you tried a different slot yet?

ive tried different pci slots clearing cmos flashing bios cant find anything in bios specifically for assigning irqs, the only thing i havent tried is using a different gpu
