Installing Radeon drivers causes atikmdag.sys-related BSOD.

I recently purchased a Radeon RX Vega 56 graphics card, and am having trouble installing drivers. I have tried the driver on the card's included CD, and I've tried downloading the drivers from the AMD website, but both cause a system stop during installation, saying there was a "SYSTEM_THREAD_EXCEPTION" in the file "atikmdag.sys". I have tried using DDU to uninstall my drivers, and have scanned my system with SFC and CHKDSK, but all of my attempts have been fruitless.

If it helps, this is the manufacturer's listing: https://www.powercolor.com/product?id=1521537060

Other specs:
CPU - AMD FX-8350
RAM - 16GB (2x8GB)
Motherboard - GIGABYTE GA-78LMT-USB3 R2
PSU - 650W

I put this system together about a month ago (it's my first time) and just installed the graphics card earlier this week.

Any advice is much appreciated.

Edit: I suspect that the issue is insufficient power, as GPU-Z reports no GPU power draw. Can insufficient power cause this particular issue?
