Installing RAM with dissimilar cas latency

I currently have an old local 4 gb ddr3 ram installed on my pc which runs at 1333mhz having cas latency 7(shown in cpu z software)
I want to upgrade the ram to 8gb by adding 4gb stick to the system

You should be able to. When working as a pair, they should scale down to the lowest common denominator. In this case, since the speed is the same, the latency of the pair will scale down to more latent module.
