Question Installing Windows 10 & Bootable Thumbdrive

I have completely replaced a PC's harddrive, and need to install Windows from scratch there. I know I need a bootable CD or thumbdrive. But here's my problem:
  1. My only other PC has Windows VISTA, and I can't find a way to create a bootable thumbdrive there. The Windows media creation tool only works with Windows 7 and later. The same is true for Rufus.
  2. I have a Mac Book Air, but don't think I can create a bootable USB thumbdrive from there either.
So the question is how do I best go about creating something I can boot from to install Windows 10 on this new harddrive? If I just buy Windows on CD/DVD from a retail place, can I boot from that for a fresh install?
