Installing Windows 10 on an old pc

Hi, so my friend recently bought a used computer but m he wiped all the drives of the pc on accident and now we can't get the pc to install windows 10 using a usb stick or a cd so I was wondering if there was any other way?

is it a brand name PC or custom made?

If brand name, what make/model?

If custom, what motherboard?

Need to get it booting off USB/DVD or you won't get anywhere. So if you can give me that info I can go looking for help.
