Installing windows 7/8 on my laptop?

So my HP laptop has had problems from the day i got it, but recently i turned it on and it says everything is fine but i need to instal an OS... I've tried everything and nothing seems to fix it, left it off for weeks/months and still nothing, so i have a guy that can probably fix it BUT! he might not be in town, so i want to know how to buy/download an OS onto my dads/bros laptop then burn it onto a disk (which i think we have some) I'm on a very long vacation in costa rica so i cant go buy a OS from a store, and waiting isnt an option.

can you elaborate on 'it says everything is fine but I need to instal an OS' ?

what happened to the old os? maybe its worth troubleshooting here?

you can download the windows 7 iso from the microsoft website and burn the iso to a dvd using any iso burner, or better yet, copy it to the root of an external disk (installs faster).
