what do i need to upgrade to be able to play dvd's on my notebook that has windows 7 starter

If it's an actual notebook then you can't really upgrade it. However, you can either make a bootable USB stick with the Win 7 disk or get a USB external optical drive.

Install VLC Media Player , it plays DVD movies and everything else : )

I use a $50 external usb 2.0 dvd drive with VLC because my dvd drive is broken.

BTW, what it means that title of yours?
