Installing Windows 7 home prem for Refurb PCs

I was trying to start my computer but for some reason the windows program will not load. It tried to reload it but I was in the process of restarting my computer by the time I realized that it was reloading the software. HELP!!! I have Windows 7 Home Prem for Refurb PCs on it (32 bit). I need this software for my job. Please help?? I do not have the recovery CD/DVD. I do have a CD/DVD that I can download it on but I am not sure how or where to find it from and what one to choose when I do find it (unless is specifically says).
 
Now when I try to start the computer up it tells me everything that is to follow:

Windows failed. A recent hardware or software change might be the cause. To fix the problem:
1. insert your windows installation disc and restart your computer
2. choose your language settings, and then click next
3. click "repair your computer"

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

Info: The boot selection failed because a required device is inaccessible.

 
If you have access to another Computer You can use software like Rufus at https://rufus.akeo.ie/ to create a virtual recovery disk on a Flashdrive. Or if you want to use a CD you can use https://cdburnerxp.se/en/home. This makes it very easy to burn anythig to a CD.
 
Did you make change to your PC hardwares recently? Try to remove the new part and restart again

Actually, I had not made any changes. I was trying to figure out why my internet was not connecting. When I decided to restart my computer in hopes that that would fix the issue.

Start at the beginning here, you turned on the PC and exactly what happened? What did you try to reload and how? Did you start the Windows recovery? If you turned it off mid-setup you very likely corrupted the installation and will need to re-install Windows.

You can run the Windows setup again without wiping your existing files, just run the setup but don't select to format or delete the existing partitions. You can them go to the C:\Users dirctory and grab your old files.

Windows 7 disk can be gotten from Digital River, if you do a web search for "digital river windows 7 iso" you will get the links you need to download it.
