Installing windows 8.1 directly on new HDD

I am trying to install windows on new HDD by bootable usb.
Problem is i had tried to clone this new HDD and it failed and there was system reserved volume after that, so I deleted it.
And now the whole hard drive is unallocated,and i want to install windows 8.1 on it.
How am i going to do it, since there is no partition. I want my hdd to have 3 partitions (C, D, E). Can i create partitions while installing fresh windows?

Solution
Windows Setup allows for creating, deleting and formatting partitions prior to the actual Windows installation.

You only need to create one partition at this stage (for the Windows install).

Then, when Windows is up and running, you can create the other partitions from within the Disk Management utility, it's much easier to see how the drive is divided up when you use that, plus easier to perform the partitioning tasks on it as it's simply a matter of right-clicking & choosing an action from the context-menu.

Yes I did exactly like you told me. Windows got installed but I am unable to change any pc settings, settings won't open, Internet Explorer is missing, even I turned the feature on in control panel.
And everything inside usb becomes 0kb(so i cannot install anything on this hdd)
what do you thinl is the windows corrupt?

edit: after rebooting my pc it's displaying your pc needs to be repaired, because the system registry file is missing or contains error. I don't know if my hdd is bad or the windows 8.1.iso file is corrupt
 


No i downloaded it via torrent a long time ago, it was in my old hdd which sectors are going bad, so maybe it got corrupted? or is the hdd bad, how can i check if my new hdd is good, please reply
