Installing windows 8.1 from a flash drive

Since I am a student I am able to get windows 8.1 for much cheaper but I can only download it. So my question is can I download Windows 8.1 on one computer move it on to a flash drive then install on a new system (I am building a new PC). If possible how can I do it.

Run this from a current Win 7 PC, of the same bit level as you want to end up with.

Download and run that exe installer.
Early in the process, after it asks for your license key, it will ask:
"Install now"
"Install later from media"
"Install from desktop"

Choose 'Install later...' This will give you an ISO file, that you can use to make a DVD or USB install.
Use that to install on your new PC.
