Installing Windows 8.1 Into USB Flash Drive

I will build a new PC with Windows 8.1 and I want to install Windows from USB, but I don't know how to get Windows into USB flash drive. I was thinking if I just put my USB flash drive into a USB slot and put the Windows 8.1 disk into my old pc (has already Windows vista) Will I be able to Install the Windows to the flash drive without downloading any files or having to delete Windows Vista.
