Installing windows 8.1 using an OEM key on my new intel NUC?

Hi guys, how do I go about doing this? I understand i cannot simply download the iso from microsoft. I bought the OEM key because it was much cheaper. Thanks

That tool has no option for an OEM version of windows 8.1, and as far as im aware, OEM key does not work on retail windows 8.1
the reason is because i read this:

because oem always come with a disk, unless you bought it from some shady site.
