Question installing xfx rx580 on dell optiplex 7010 mt

i have dell 7010 mini tower and i already removed the drive cage and upgraded psu

the problem is when i try to install the card the backplate of it hits this part and i can't lock it in

isn't the lock in picture supposed to lock the pcb under the backplate?
or should i remove the backplate

also is it safe to remove the plastic around the fans because i doubt it will cover the sata output on mobo

What PSU did you upgrade to?

What are your complete system specs?

The slot lock should engage automatically when the GPU is fully inserted.
