Installshield (ISUSPM.exe) Issues

Hey everyone I have this background process running called "InstallShield" and everytime I try to delete or close it it changes my LAN settings and I get this error "Err_proxy_connection_failed". It's pretty annoying since ISUSPM.exe automatically starts and I somehow cant disable it. Please help any fixes?

PS: everytime i try to start up my computer i have to manual change the LAN settings since it automatically change to this proxy server http=127.0.0.1:8080;https=127.0.0.1:8080 which i cant get rid of or disable.

Have you run Anti virus scans or malewarebytes? It sounds like you are infected with something
