Instead ob buying Windows can I clone it ?

Can i clone it's HDD onto a SSD.
This way, I won't have to spend $100 on a new OS.

What do you plan to do with the laptop after, with no OS?
Cloning has nothing to do with the licensing. You will have to do a full install on the new PC.

I thought cloning a hdd means that it copies everything including OS.

I was thinking about cloning a hdd with windows 10 to a ssd with nothing. This way, I have 2 drives with windows os.

Yes, as others said, one licence one PC. Can't have it on more than one. If you're just switching from HDD to SSD, it's fine.
