[SOLVED] Instead of loading BIOS newly built machine restarts

Hi,

I just built my first PC using this parts list https://pcpartpicker.com/user/Wildblade/saved/3YQmqs

Got everything put together, but I'm having an issue when I turn it on. It starts up just fine, lights come on, fans spin, but after about a minute it turns itself off and back on again. I can't tell if it loads the BIOS because my monitor (which works on other PCs) never gets any input, it can't even tell its plugged in.

(cut most of the waiting for it to flicker for brevity's sake)

If I disconnect the CPU from the power supply, it the lights and fan will stay on indefinitely, but obviously no BIOS or anything else interesting going on. Is this a bad CPU, a bad power supply, or something else?

I have worked through the startup help checklist (https://forums.tomshardware.com/thr...ng-about-post-boot-no-video-problems.1285536/) with no luck. Any help would be greatly appreciated.

If it's shutting down like that then restarting. I would check the psu. if it's the cpu you shouldn't even get to post. Ram will usually do the same thing.
You have reseated your CPU as well? I doubt the thermal paste is the issue. Your fans are all correctly connected? I bet that it should at least show an error message on screen if that were the case though, I'm not really familiar with ASRock motherboards..

Fans have been disconnected and reconnected several times. CPU has been reseated once. It could be trying to show an error for all I know, never sends anything to the monitor at all, monitor just shows the dell waiting for input screen though the whole process
 
Also, is that fan on your CPU block blowing air through the heatsink and towards the back of the case, or? It pains me enough to see a 9700K being cooled by a Hyper 212, but that's besides the point..
Fan attached to the heat sink is blowing into the heat sink. Fan at the rear of the case is blowing out of the case
 
It takes a full minute to restart after it reboots but it doesn't show anything on screen but the Dell logo? That sounds so weird to me. It sounds to me like your motherboard, PSU and RAM should be good, if you have in fact followed the whole checklist step by step. I don't know if you're overseeing a bent pin or anything like that..

It reboots almost instantly, then runs for a minute before crashing and rebooting again
