insufficient memory to initialize windows

I have formatted my HDD and reinstalled windows 98. Now when I boot up the PC I get this error:

Insufficient memory to initialize windows, quit one or more memory resident programs Blah blah.

With only 64 megabytes of ram, I am getting this message, similar to the error message I might get if I had over 512 meg of ram. I have tried editing my config.sys file but to no avail.

How can I fix this? :(

Quick post of mobo, gfx etc. AGP aperture set at in BIOS?

Can you boot in safe mode? If so it's most likely a software/registry issue. If not it's prolly a BIOS setting.

Well it seems to be working fine now, except the computer will not restart properly. Whenever it tries to restart for whatever reason (coming out of bios, restarting from windows, hitting the reset button) it just hangs in a black screen.

What have I done?!

Please save me :(

I'm not sure, I just hit the reset button and a black screen comes up with a blinking white line in the top left corner. If I turn the PC off and then on again, it works fine.
 
Suggest you remove the gfx card. Give the contact edge a clean and replace. Double check vga connection too.
