Insufficient security privileges?

I am trying to set up a PCI Sound Blaster on a Windows 98 SE machine. I have installed the drivers and digitized sound works fine, but music using FM synthesis doesn't play (like the music in Wolfenstein 3D, for example). I have downloaded the wave samples off of Creative's web site and added them to the correct location, but when I go to the settings tab in the sound card's properties in device manager it says I "do not have sufficient security privileges to change device settings" and to log in as administrator, even though I'm the only user on the computer and I don't log in to a network.

Any ideas?

Everyone is an administrator on Windows 98, so that is a bogus error message.
