Intake Fan Dust Filter

Hey guys - I noticed a few problems with a dust filter on my front intake fan and wanted to clear a few things up.

1. How should I clean this? I tried getting to it with a vacuum on the outside, and it didn't work. I'm a little bit reluctant to reach into the case with the vacuum.

2. The filter is not perfectly stuck to the case, and the front fan sometimes keeps hitting the filter causing a clicking sound. How should I solve this?

What case is this? The filter is most likely removable and washable, though the means of removing it will vary from one case to another.
