Or are you asking 'push or pull'? That is: should the fan push the air through the radiator or pull it through the radiator.

Assuming you're still following the air-flow pattern above, I don't think push or pull really matters for cooling performance. But some fans may perform more loudly in one configuration vs. the other. Only your experimenting can tell that.
