intall skyrim on windows 8

i bought the skyrim cd for my laptop and i put the disc in and it installs Steam, i double click on icon for steam and it open a small window saying steam- updating temporary unavailable try again later and i have tried multiple times on different days, what do i do

You can still install from the disc. Open up "My computer" and run the installer.
